Refunding a withdrawal starts on the withdrawn items

Refund on the withdrawal banner fills in what the customer withdrew, and the rest of the order stays in To ship.

Refund on the withdrawal banner now starts on the items the customer withdrew and has not had back yet. You can still change the numbers before you refund.
Refunding the withdrawn items of a line no longer takes the rest of that line out of To ship: what was not withdrawn still ships.
